I'm fairly certain a V0 MP3 is just a MP3 with a variable bitrate (VBR). It will save a bit of space by lowering bitrate when it doesn't need to be 320. It won't sound too much different from a constant bitrate version (CBR), but CBR is theoretically better sound (not necessarily noticeable though, depending on your equipment and ears).
